A 2016 site is not necessarily due for a rebuild, and a 2023 site sometimes is. What counts is what the visitor experiences on their phone, and what Google understands. Here is how I decide, and what it costs when the answer is yes.
Tiny text, overflowing menu, buttons you miss. Most of your visitors are on a phone; if they have to zoom, they leave.
